International license. The full text is in spec/LICENSE.

The reference verifier and the conformance vectors under spec/verifier/
are licensed under the Apache License, Version 2.0. The full text is in
spec/verifier/LICENSE.

"Eformogi" and the Eformogi logo are not licensed by either license. See
spec/LICENSING.md.

Nothing outside spec/ is licensed by either license. The rest of this
repository stays under the proprietary license at the repository root.
