The honest split: homeschool law vs. program rules

Utah homeschool law is near-zero-requirement. Families file a one-time notice of intent with their local school board for each child when they begin homeschooling (Utah Code §53G-6-204); H.B. 209 (2025), effective May 7, 2025, replaced the older affidavit with this notice, and no annual refiling is required. Beyond that, the same statute bars local school boards from requiring homeschooling parents to hold teaching credentials, keep records of instruction or attendance, meet mandated hours or subjects, or submit to testing or portfolio inspection. No page, including this one, should tell a Utah family the district needs their records. It doesn't, and it can't ask.

Utah Fits All is where the record-keeping lives. The scholarship is administered by Odyssey, which became program manager in May 2025 after the State Board of Education ended its contract with ACE Scholarships. Its rules (receipts, cutoffs, the annual portfolio) are program rules, not homeschool law, and they apply only to participating families.

One more honest note, as of mid-2026: a Third District Court ruling in April 2025 found the program unconstitutional, and the case is on appeal to the Utah Supreme Court, which has allowed the program to keep operating while the appeal is pending. Families in the program today are operating under that interim arrangement.

The Utah Fits All year, in calendar voice

What the program actually accepts as a receipt

For each reimbursement, families keep an image of the itemized receipt showing the vendor name, date of purchase, and amount paid. Invoices and handwritten notes are not accepted as proof of purchase. Utah Fits All reimbursements are submitted with itemized receipts through the program portal, and returning students upload an annual portfolio or assessment results by May 31.

The spending shape matters too: under H.B. 455 (2025), home-based students receive $4,000 (ages 5–12) or $6,000 (ages 13–18) per year, private-school students remain eligible for $8,000, extracurricular spending is capped at 20% of the scholarship with physical-education expenses capped at a further 20%, and up to $2,000 of unused funds rolls over into the next program year. An itemized record of what was spent, on what, in which category, is how a family knows where it stands against those caps, before the portal tells them.

One record, kept as the year happens
